The Cannon Falls School Board approved a revised fiscal 2026 budget, voted to move the district’s fund-balance policy target toward 8–12 percent, and designated the first receipt from a new perpetual payment agreement ("Tract") to the district’s unassigned general fund.
Josh (Speaker 7), presenting the revised budget, said debt-service and capital cash flows were adjusted after completed audits and contract settlements. He reported a projected positive variance of roughly $175,000 and an unassigned fund balance of about $675,000 (around 4.4 percent). The revised budget incorporates settled teacher contracts, two new ADDSS positions funded by special education dollars and construction timing changes tied to bond projects.
Finance committee members recommended changing the fund-balance policy (policy 7.14) from the district’s shorter-term target to a goal of 8–12 percent to increase financial resilience. Trustees discussed enrollment sensitivity and that raising the target is enrollment-dependent; board members noted that reaching the higher target would likely require sustained enrollment and continued discipline in budgeting.
The board also considered how to treat the first payment from a multi-year perpetual agreement with Tract (an external payer described in the meeting). Administration and finance committee recommended depositing the first $500,000 payment into unassigned fund balance to boost reserves; trustees approved that designation.
The board approved the revised FY26 budget and the policy and deposit motions by voice votes. Administration said the revised budget will be finalized in June and that the district will continue to monitor revenues and expenditures through the fiscal year.
Next steps: administration will record the Tract payment upon receipt, update fund-balance targets per the revised policy, and continue to report fiscal status at future finance committee and board meetings.
