Planning commission recommends several rezones, approves Enbridge biogas station and Suncor amendment

At its Sept. 4 meeting the Cache County Planning Commission cleared or forwarded several routine and contested land‑use items while flagging issues that will proceed to county council or follow‑up action.
Consent agenda and routine items: The commission approved the consent agenda (including Cub River/Cut River Estates Phase 2) by voice vote.
Rezone and public hearings: Staff presented and commissioners considered several rezone requests. The commission recommended denial of the Sparks Ventures rezone request (a contested, isolated 10‑acre spot rezoning) after neighbor and Hyde Park City service‑provision concerns about roadway capacity and septic/sewer service were raised. By contrast, the commission recommended approval of the Greenfield Industrial Warehouse rezone (about 8.79 acres) to industrial, noting adjacent industrial land and the project’s access to Highway 91; the vote included one abstention.
Utility and CUP approvals: The commission approved a conditional‑use permit for Questar Gas Company, doing business as Enbridge Gas, to operate a small metering/regulating station that will receive pipeline‑quality renewable natural gas from Green Gas USA’s upgrader at JBS’s anaerobic digesters. Enbridge representatives said the facility will meter and regulate gas and blend pipeline gas with RNG (up to ~40% of blend from the project) and that construction will meet federal, state and county safety standards. The commission voted to approve the CUP with 19 listed conditions and three conclusions.
Suncor amendment: Commissioners approved an amendment to a 2012 CUP to allow Suncor Construction to build a ~6,000‑square‑foot maintenance building to service its vehicles and equipment on site; the amendment carries conditions that the shop will not be open to the public and that existing 2012 CEP conditions remain in force for the front parcel.
What happens next: Rezone recommendations will be forwarded to the county council for final action. Approved CUPs move forward subject to the listed conditions and building‑permit review.
