The Hampstead Planning & Zoning Commission on Wednesday voted to recommend ordinance 558 to the town council, a measure that would adopt the Carroll County process for reviewing minor subdivisions of three lots or fewer. Staff said the change aims to remove duplicative steps, preserve town zoning and setback reviews, and reduce the typical local review timeline from an estimated nine months to roughly two or three months for qualifying minor subdivision applications.
Commission discussion noted a pending application prompted the proposal and that other Carroll County municipalities already employ the streamlined approach. Staff explained the town’s code previously defined “minor subdivision” but lacked a distinct procedural path, which the ordinance would provide.
Separately, the commission reviewed and approved the Hampstead submission for the 2025 Carroll County Department of Planning Annual Report. Commissioners asked staff to add any items they felt were missing; staff pointed to specific inclusions such as the Line Drive residential approval, the PFAS project final approval, an annexation at 1705 North Main and a pavement update for Lime Drive.
Both the ordinance recommendation and the annual-report entry were approved by voice vote during the meeting.
