Kosciusko County emergency manager outlines 2025 response activity, 2026 priorities

Emergency Management Director Kip Schuder told Kosciusko County commissioners that his 2025 year‑end report documents at least 101 recorded responses and likely undercounts routine work such as situational awareness and phone coordination.
Schuder highlighted coordinated response with local fire, police and EMS agencies, County Highway and the City of Warsaw, and noted regular contact with the National Weather Service and the Indiana Department of Homeland Security. He said partnerships with the county amateur radio club and private hazmat teams have strengthened operational capacity.
The department received a StormReady designation from the National Weather Service, Schuder said, and the county reestablished a Community Emergency Response Team. "We graduated our first eight people from the program on January 3," he said. Schuder described CERT volunteers as an important complement to EMA operations during disasters.
Looking to 2026, Schuder said priorities include completing a county cybersecurity plan, a continuity of government plan and continuity of operations planning to improve resilience and operational readiness.
The commissioners did not take formal action on the report but acknowledged the updates and encouraged continued focus on preparedness.
