City engineer Nick Minnick briefed the commission and asked permission to solicit bids now that an EDA submission had been sent earlier that day. “We need to formally request to bid the Boyd Boulevard project,” Minnick said, explaining the objective is to get contractors mobilized as soon as the project can be awarded.
Commissioners also considered a proposed hourly construction-inspection agreement with Lockmuller (transcript spelling) with a not-to-exceed limit of $200,000; John Smith, who worked on the first half of the project, was present to answer questions. A motion to approve opening bids (with EDA approval) passed, and a separate motion to proceed with the Lockmuller inspection contract passed by voice vote; the chair recorded the outcome in the meeting record as passing.
Minnick and staff said the inspection contract is an hourly, not-to-exceed agreement intended to provide continuity in oversight once construction begins. The commission did not discuss bond financing or contractor selection in detail; those items will follow the bid opening and evaluation process.
