La Porte Board of Public Works approves payroll, claims and multiple construction pay requests; accepts Belle Largo infrastructure

The La Porte Board of Public Works and Safety met on Jan. 21 and approved routine payroll and claim payments, multiple construction pay requests and a set of consultant agreements tied to forthcoming bond and rate work.
Clerk Treasurer Partheun presented the civil payroll for January 2026 totaling $570,561.95 and the board approved it by voice vote. The board then approved civil city claims ($540,558.55), water claims ($153,041.18) and sewage claims ($61,900.02) after motions and seconds. Partheun also asked the board to approve two invoices from Mowfield Property Service totaling $6,820.50; the board approved payment.
The board approved six agreements from financial adviser Baker Tilly covering rate studies, an asset management plan and parity reports required for SRF and open-market bond work. Partheun told the board these agreements support the work Baker Tilly is doing on rates, the adoption of rates and related bond issuances.
The board approved several construction pay requests: Soldiers Memorial Park wellfield pay application #2 from HRP for $632,370.15; a first pay application for the Slicer pathway ($126,304.13); and sanitary extension pay request #3 for 18th Street (Woodruff) for $96,281.87 (which the project manager said brings billing to 56 percent). A $33,350.90 proposal tied to a Headworks project also received approval to proceed.
City Engineer Nick Minnick recommended acceptance of completed infrastructure for a portion of the Belle Largo development so the developer may pursue reimbursement for public-safety related work. Bert Cook, executive director of the La Porte Economic Advancement Partnership, noted La Porte County Redevelopment Commission funds were used on the public infrastructure and thanked Matt Reardon and partners for their collaboration; the board approved acceptance and next steps to clarify easements and interlocal details.
The board approved the Tour de La Porte event closures for Aug. 22, granted reappointment of Allison Zoll to the Fire Merit Commission and approved annual conflict-of-interest filings for 2026. Roscoe Hoffman secured approval to migrate the city’s live streaming to Restream at a cost of $39 per month.
No formal votes failed. The meeting concluded with updates from department heads, brief public comments, and a motion to adjourn.
