Board hears EPC update; solar removed, boilers and special‑education renovations retained

The board received an update on the district's Energy Performance Contract (EPC). Staff said solar was removed from the EPC after analysis showed PSEG interconnection upgrades and associated roof work would substantially increase project costs and shorten financial payback. "So we decided to pull the solar out," staff said, adding the district also deferred roof work that had been tied to solar installation.
Staff explained that EPC engineers re-scoped the package to include critical infrastructure work that could be accommodated within the EPC payback period. Notably, the EPC will cover replacement of six boilers (two each at Fifth Avenue, Brook Avenue and South Country schools) that staff described as about 40 years old. Staff said including boilers in the EPC yields both necessary capital renewal and future operating-efficiency savings.
The district will keep targeted roof work for the high school that is immediately necessary; most roof replacements tied specifically to solar support were deferred. Staff said the EPC agreement was expected to be signed in February and, with state approvals complete, work should start in the summer.
Trustees asked clarifying questions about sequencing and whether deferred roof work might require an alternative funding path. Staff said they would follow up with additional detail as the EPC agreement nears finalization.
