Franklin County solicits bids for 2026 chip seal and painted pavement projects as part of targeted road-maintenance plan

The Franklin County Board on Jan. 28 approved solicitations of bids for the 2026 chip seal project (about 35 miles) and for painted pavement/parking in largely the same locations. Public Works staff described a strategic pivot away from applying chip seal uniformly by quadrant and toward selecting roads that most need the treatment; commissioners discussed slurry coats and leveling courses as possible adaptations.
The board moved and approved the solicitation of bids for the chip seal project and separately approved solicitation of bids for painted pavement/parking. Staff said the reduced chip-seal mileage will free resources to perform asphalt repairs on roads with base failures and that some leveling could be done prior to sealing where needed.
Votes: both solicitations were approved by roll call.
