Agency treasurer reports steady connection-fee growth, $91.5M loan balance and $9.4M cash position

At the Jan. 28 meeting Mark Setout, the agency treasurer, presented the monthly financial dashboard for the period ending Dec. 31, 2025, and described formatting changes that will add a current-period column to the dashboard. "Total cumulative revenue so far for the year is about $2,880,000," Setout said, which he noted is roughly 95% of the year-to-date budgeted revenue. He said connection fees are outpacing last year’s pattern and are coming in across multiple member jurisdictions rather than concentrated in a single project.
Setout reported a net operating loss of approximately $89,000 year-to-date and said the agency made a $750,000 debt service payment in December to SRF. He reported a total WIFIA loan balance of about $91,500,000 and a month-end cash position of approximately $9,400,000; he also noted the agency received pilot funds totaling $1,100,000 year-to-date (and $3,000,000 since the agency’s inception).
Setout told the board staff have identified several pipeline developments that are expected to produce connection fees in the latter half of the fiscal year and said the agency will continue to present current-period figures alongside year-to-date comparisons. He offered to walk through the underlying financial statement details with any board member offline.
The dashboard changes and the underlying numbers will feed into the draft budget staff expect to present for board review before the April 30 budget-adoption deadline.
