Library board says bond will not increase taxes; council directs library to secure permit for sinkhole repair within 30 days

He said the board will present a final plan with budget details when it formally requests the bond.
Sutherland also reported a safety issue at the library's old building parking lot: a sinkhole/collapsing catch basin the board has roped off. The building department and DPW described the condition as a property-maintenance and code-enforcement issue; staff said it may violate state stormwater permits and should be corrected.
Council moved to have administration discuss a fee-for-service repair option with the library and amended the motion to require an approved permit for the work within 30 days. The motion passed by voice vote. Councilmembers asked DPW to provide a minimum-cost estimate and to keep the price low because the property was recently transferred to the library.
Council members also asked the library to plan a public presentation when the bond proposal is ready. Sutherland said the board intends to present a final plan with the bond request and that millage proceeds would be used to pay the bond before operations funding is released to the library.
