Council approves $39,000 AEW engineering package to abandon Linden pump station

The consultant said investigation found historic plats and irregular sewer routing that had resulted in storm lines beneath residential structures; AEW reported 10 verified structures built over the sewer and a likely eleventh. The firm recommended preparing construction-ready engineering drawings and bidding documents for $39,000 to enable competitive bids for the construction phase.
AEW noted the 2025 budget estimate for construction had been roughly $300,000 but their more recent planning-level estimate had risen and could be nearer $500,000. Council asked clarifying questions about possible sanitary connections to the storm line; AEW said they are continuing to investigate and would incorporate any required revisions into project plans.
The council moved and approved the AEW engineering proposal (motion carried by voice vote). Staff said the engineering package will help the city refine construction estimates ahead of the next budget cycle. AEW said abandoning the station would remove ongoing operations and maintenance liabilities associated with the asset and reduce risk to homes if the line begins to fail.
