Cypress board approves a string of contracts, maintenance orders and moves public‑comment slot earlier

At its Aug. 14 meeting the Cypress School District Board of Trustees approved a set of ratifications and contracts spanning instructional support, consulting, facilities work and interagency programs.
Key approvals included ratifying an agreement with the Orange County superintendent of schools to support Arnold Elementary’s participation in the Harvest of the Month nutrition-education program (11.1), contracting with the Orange County Department of Education for professional development tied to the new California math framework (11.2) and for preschool/transitional-kindergarten learning foundations (11.3), and ratifying a Qualtrics consulting services contract through Cooperative Educational Services Agency 6 (11.4) (SEG 693-756).
The board also approved an MOU with California National Guard youth programs and the Department of Defense STARBASE Los Alamitos (11.5) and a teaching agreement with Pepperdine University for field placements (11.6). Facilities items approved included additive change orders for the districtwide summer asphalt maintenance project and a playground surfacing replacement at King (11.7–11.8). The board adopted Resolution No. 25‑26 authorizing electronic approval of vendor claims and orders (11.9) (SEG 756-873).
On procedural matters, trustees discussed a community request to add virtual public comments, set specific public-comment times, accept advance written public comments, and increase transparency by posting recordings and transcripts within 48 hours. Trustee Sandeep said he favored moving public comments earlier in the agenda and moved to do so; Trustee Needham seconded and the motion carried to place public comments prior to the reports/special presentations (SEG 874-1162).
Trustees then adopted updated board policies, administrative regulations and bylaws (11.11) before adjourning (SEG 1163-1198). Most motions passed by voice vote with the board recording "Aye" on each item; no vote tallies by member were recorded in the transcript.
