Presenters said Phelps has 20 years in education, has developed early literacy curriculum and professional development, and has taught undergraduate and graduate students at Texas Wesleyan University.

I am super excited to get to continue serving Castleberry ISD and the students, staff, and community at Joy James Academy of Leadership in the role of principal,” Dr. Theresa Phelps said, thanking the board and introducing family members Jeremy Smith and their children.
The presenter noted Phelps’ degrees from Texas State University (bachelor’s) and Texas Wesleyan University (master’s and doctorate). The board’s formal approval was announced in the meeting as “Motion carries 7 0.”
