Kenosha committee approves certified survey map for Welcome property in Town of Brighton

The Kenosha County Planning, Development and Extension Committee unanimously approved a certified survey map on Sept. 8 for a property owned by Nicholas and Kelly Welcome in the Town of Brighton, allowing the roughly 28‑acre parcel to be split into two lots for new housing.
Andy Bueller, director of planning and development, told the committee the submission was “just a CSM as opposed to having a comprehensive plan change and a rezone” because the parcel is already zoned A‑2 with a C‑1 wetlands overlay. Bueller said the C‑1 designation corresponds to mapped wetlands on the site and that soil borings and existing foundation information were included in the application.
Applicant Nicholas Welcome said the plan is to divide the parcel and build two houses. Bueller noted the Town of Brighton approved the map unanimously on Sept. 8. After discussion a motion to approve the certified survey map was made and seconded; the committee recorded an affirmative vote with no opposition.
Staff told the committee there is a list of technical conditions to correct before the CSM is in recordable form. Bueller said once the required corrections are made the chair will sign the map and it will become effective when recorded.
The committee did not change zoning or the county comprehensive plan as part of the approval; Bueller emphasized the action was limited to the CSM. The record lists the tax parcel as 3042200130400 and locates the property in the Town of Brighton.
