Committee forwards juvenile intake budget after carryover, staffing clarifications

The Kenosha County Judiciary & Law Enforcement Committee on the evening of the meeting voted to forward the juvenile intake proposed 2026 budget to the Finance Administration Committee after a presentation on staffing and carryover practices.
The department’s presenter said the personnel appropriation is being recommended to increase by $21,675 and that the overall line‑item net change in the budget is approximately $12,775. The presenter detailed several specific adjustments: a $5,000 decrease recommended for the contracted detention line, a $700 decrease in furniture and fixtures, and a $1,200 decrease in public liability line items. The presenter also requested a $2,000 increase in secured‑detention revenue to reflect 2024 year‑end actuals.
Supervisors focused much of their questioning on the department’s practice of carrying over unspent funds. The presenter said the department has carried forward unused funds for multiple years and currently shows a modified 2025 budget figure of $613,000, with a projection that roughly $500,000 would be used this year and the balance carried forward. The director stressed that if carryover funds are exhausted in the future, the department would seek a substantive increase at that time.
Supervisor Morrissey moved to forward the juvenile intake budget; the committee approved the motion and forwarded the proposal to Finance for further review.
What’s next
The committee asked juvenile intake staff to confirm carryover forecasts with finance staff in February and to return with clarified figures if needed. The forwarded budget will be considered by the Finance Administration Committee and then by the County Board.
