Mount Vernon NCA approves resolutions: ratification, Founders Grove addition, insurance and cybersecurity policy

The Mount Vernon New Community Authority approved a package of resolutions addressing prior-adopted actions, development inclusion, insurance procurement and cybersecurity compliance.
Michael Ringle explained that Resolution 2026-01 is intended to "ratify all of the resolutions that were adopted in calendar year 2025" to clear up any notice or publication questions. The board moved and approved the ratification.
The board also approved Resolution 2026-03 authorizing the procurement of insurance for the authority; Ringle described that resolution as an annual housekeeping action similar to the budget.
On development matters, the board approved Resolution 2026-04 to add the Residences at Founders Grove to the New Community Authority. Ringle walked through the multistep process — petition to the city, city approval, and a recorded supplemental declaration that imposes development charges on the property — and said the Founders Grove site will be assessed four mills and that charges should begin after structures increase assessed value, likely on 2027 tax bills.
The board also approved Resolution 2026-05, the second supplemental declaration, a recorded, site-specific legal instrument that allocates the development charges and cross-references the master declaration.
Finally, the board adopted a cybersecurity policy (Resolution 2026-06) to comply with recent state law requiring political subdivisions to maintain a cybersecurity program and to report incidents to the Ohio Auditor of State and the Ohio Department of Homeland Security. The board agreed to designate Knox County IT as the authority's designee for incident reporting and handling.
All resolutions were moved, seconded and approved by roll call during the meeting. The board indicated these items were primarily procedural and compliance-focused and fit within the authority's ongoing administrative duties.
