An unidentified speaker who described herself as a licensed independent social worker, speaking as a community member, said the facility serves a vulnerable population with developmental, intellectual or behavioral‑health needs and argued the community has a responsibility to ensure licensing and screening occurred. She said Department of Health Services (DHS) requirements typically include background checks for employees and others with regular client access and said she would expect owners with client access to undergo checks as well.
Mayor Luke Diaz declined to discuss the specifics during the meeting, citing Wisconsin open‑meetings law, but said staff — including the city attorney and zoning administrator — would investigate and follow up. He asked the speakers to provide contact information so staff could report back after research.
No council action or formal finding was made at the meeting. The mayor said staff would review permitting and regulatory questions and follow up with the speakers once that review is complete.
