Pitkin County commissioners on Dec. 3 adopted land‑use code text amendments for the Valleys of Capitol Creek and Lower Snowmass Creek overlay district as a second reading action. The changes stem from caucus recommendations to implement parts of the 2023 master plan into enforceable code.
Key changes adopted include: adding residential design and siting standards for new development; updating the permitted uses table to prohibit new free‑market duplexes, multifamily and mobile homes in the overlay (deed‑restricted housing remains permitted); routing special event permit applications to the caucus for referral comments; changing revegetation language to reference the county's revegetation guide rather than a single seed mix; and replacing a blanket requirement for drip irrigation with language encouraging "water‑efficient technology and methods where possible." The caucus and staff worked iteratively to refine lighting standards and other technical provisions.
Some commissioners expressed philosophical reservations about increased restrictions but acknowledged that the master plan process and caucus outreach informed the proposed code. The board adopted the revisions on second reading and recorded their vote to finalize the code changes.
