Kroll said the cart program will use a more durable rear‑rig cart with a 10‑year warranty and that Waste Pro has dedicated delivery resources and a grapple truck to reduce illegal‑dump response time. Waste Pro’s local representative (Ken) thanked the city for the long partnership and emphasized operational improvements over the last several years.
Commissioners pressed staff on contractual details. Commissioner Gruber asked about language referencing a $20,000 figure; the city attorney and staff explained that the contract includes a not‑to‑exceed figure tied to defined missed‑pickup thresholds (1,250 missed pickups) and that the amendment also added explicit reimbursement rights beyond that amount when third‑party costs apply. Commissioners also raised questions about the separation of collection and disposal billing and whether commingling of loads could lead to misbilling; staff explained new truck identification and disposal ticketing will improve auditability.
The motion to approve passed unanimously. City staff said they will provide a follow‑up memo clarifying the $20,000 reference, the annual budgeting approach for the blanket purchase, and operational controls to prevent cross‑charging from other cities served by Waste Pro.
