Hampshire County commission approves five-year library levy for ballot

The Hampshire County Commission authorized a five‑year library levy order at its Jan. 27 meeting, sending a proposed increase to the May primary ballot.
Steve Moreland, speaking for the trustees of the Hampshire County Public Library and the Capon Bridge Public Library, told commissioners the boards requested a roughly 5% increase in the combined levy. Moreland said the proposal would divide the levy 78% for the Hampshire County Public Library and 22% for the Capon Bridge Public Library, with proposed totals of $220,235 and $62,123 respectively.
Moreland said the libraries are “not just books,” highlighting children’s programming, community events and other services paid for by levy funds. If voters approve the levy in May, the increase would take effect July 1, 2026, and remain in place for five years.
Commissioners voted to authorize the chair to sign the levy order and offered assistance with public messaging and outreach for the ballot measure.
