Council approves ERA for proposed Townsend Hill climbing gym at 1626 Northland Blvd.

Andrea Robinson, community development staff, outlined a request from Townsend Hill Holdings LLC to designate 1626 Northland Boulevard as an economic revitalization area under Indiana Code 6-1.1-12.1 to support a proposed $3.5 million investment.
"This particular project is going to be an investment of $3,500,000," Robinson said, saying the developer plans a 14,000-square-foot indoor rock-climbing gym that would offer instruction, classes and competitions. Robinson told council staff estimated the project would create two full-time and ten part-time positions with an estimated new payroll of $320,000 and an average salary of $60,000.
Dean Hill, representing the developer, said the project team has been working on financing and requested tax relief available through an ERA to make the project feasible. He said similar facilities draw significant out-of-county customers and could boost local economic activity.
Council discussion was generally supportive, with several members citing community benefits and additional recreational options for families and youth. The finance committee issued a "due pass" recommendation at committee 7–2. The full council later approved the confirming resolution R25-12-03 for the ERA designation by a 7–2 vote.
The designation allows the developer to pursue ERA incentives under state law; council members said the designation is one step in a multi-stage approval process that still requires the developer to finalize financing and meet any applicable permitting and building code requirements.
