Commissioners clear rezoning for McLean Self Storage in Belmont despite no immediate site plan

The Gaston County Board of Commissioners unanimously approved Jan. 27 a rezoning request from McLean Self Storage LLC that will change three parcels in Belmont from county R-1 (and other split zoning) to C-3 general commercial with the US urban standards overlay.
Planner Payton Wiggins said the three parcels (PIDs 189855, 189856 and 221533) total about 11.42 acres, front Gaither Road and include an outdoor storage facility, a residence built in 1940 and accessory structures. Wiggins told commissioners the properties had been split between the county and the City of Belmont’s extraterritorial jurisdiction; Belmont relinquished its ETJ for the rear portions of the parcel on Dec. 1, and the applicants seek consistent C-3 zoning across all three parcels. The Planning Board recommended approval 7–0.
Attorney John Russell, representing the applicant, said there is not a current site plan; development will be market-driven. Civil engineer Johnny Denton described existing stormwater measures: an existing pond that now functions as a sediment pond will be converted to a sand-filter system for water quality and will provide two- and ten-year detention. Denton said prior drainage issues had been corrected and future expansion will require additional stormwater design and full site review.
Commissioners asked about potential additional impervious area and whether additional ponds would be required; Denton said the first phase included detention and water-quality design and that expansion would either enlarge the existing pond or add another pond depending on layout. Commissioner Bob Hovis moved to accept the Planning Board recommendation; Commissioner Jim Bailey seconded. The clerk recorded the vote as unanimous.
The board also accepted an informational presentation and confirmed that any future expansion will require full stormwater permitting, site plans and compliance with Natural Resources and Environmental Health requirements.
