Council introduces ordinance to grant easements to Amtrak for railway bridge project

The motion to introduce the ordinance on first reading passed by roll call (recorded as 6–0) and a public hearing was set for Feb. 2, 2026 at 7:00 p.m.
City administration and planning staff described months of collaboration with Amtrak and their contractors on the bridge project. Dr. Ritchie and other staff invited Amtrak representatives to speak at the public hearing or at the ordinance's second reading to answer questions from council and the public.
Council members did not register substantive objections during the introduction; staff asked the council whether it wanted Amtrak to attend the public hearing.
Next steps: the ordinance will proceed to a public hearing on Feb. 2 and a second reading following the public-comment period.
