The Emergency Medical Services (EMS) Board told the Legislative Budget Committee on Jan. 28 that filling six previously vacant positions drove a FY26 increase in salaries, benefits and related contractual costs.
KLRD fiscal analyst Kyle Anderson said the agency is fully fee‑funded and that the FY26 uptick reflects the six FTEs now on payroll. Line‑item changes included a $525,213 increase for contractual services (including firewall maintenance and other IT costs), a $49,155 increase for radio and computer equipment to upgrade statewide radio systems, and patient care equipment grants carried over from prior awards.
Anderson explained some salary lapses reflected employees not serving a full fiscal year and that the agency adjusted contractual and equipment lines accordingly. For FY27, the agency budget anticipates modest increases in legal services (budgeted for potential litigation) and computer‑equipment cycling to reduce incidents.
Representative Essex asked about large grant funds carrying over from previous years; Anderson said he did not have the balance immediately available and offered to follow up with the agency for a precise figure. The committee did not take further action at the hearing.
