Lebanon, Mo. — At its Jan. 27 meeting Lebanon City Council approved a range of personnel and operational items: it confirmed Sean Williams as director of facilities, authorized a video‑based traffic data collector system, approved an environmental study contract for a proposed fire training site, and adopted several ordinances including changes to vehicle renewal terms and hangar lease revisions.
Council formally approved the appointment of Sean Williams as director of facilities after staff said he had been performing the duties since April 2025. The motion to appoint was moved by Councilman Jordan and seconded by Councilman Garner and approved by roll call.
Council approved Resolution 26‑4 to replace the city’s tube‑based traffic counters with a video‑AI system staff said will record vehicle, bicycle and pedestrian counts, turning movements and intersection near‑misses and produce live data accessible to staff; the presenter estimated a 15–20 year service life for the equipment.
Council also approved a contract with CMT to perform a MoDOT‑required environmental study for the proposed fire training facility, covering wetlands, endangered species and archaeological checks. Staff noted the study is required before certain approvals and site work.
In other actions, council adopted on second reading an ordinance extending renewal terms for all‑terrain vehicles, utility vehicles and golf carts from one year to two years (ordinance 26‑17); approved a software lease agreement for city golf carts (ordinance 26‑20); and adopted revised T‑hangar lease terms to require minimum fuel purchases and airworthiness documentation (ordinance 26‑21). Council also authorized a local contract with Sueno Visuals for video services (ordinance 26‑22).
Police leadership described an amended memorandum of understanding with Compass Health to provide a full‑time mental health clinician to work with Lebanon police. The police chief said the co‑responder will help reduce use of force, decrease hospitalizations and provide clinical expertise in crisis responses; council approved the MOU and it became ordinance 26‑23.
Several planning items — final plats, replats and first readings of rezones for Hayes Addition and Holman Road — were placed on the docket for action or second reading on future agendas, and council tabled council bill 69‑88 until Feb. 9.
