District details $2.6M in local CIP work, AMI kickoff planned for 2026

Principal Engineer Alex briefed the board on the San Dieguito Water District's capital improvement program for FY2025-26, saying total appropriations adopted for the year are about $4.4 million, of which the district's portion is approximately $2.6 million.
Alex summarized recently awarded and completed work: the AMI (advanced metering infrastructure) Phase 1 contract was awarded for about $1.0 million and kickoff with the contractor is expected in February with an estimated Phase 1 completion in July 2026. The air release and blow-off (ARV) replacement Phase 2 on the 30-inch transmission line is starting construction with a contract amount around $1.1 million and estimated completion in September 2026. Completed projects from the prior year include the Cardiff water-looping project (~$950,000) and earlier ARV/blow-off work on a 36-inch transmission main (about $725,000).
Alex also reviewed design projects: a pipeline fire-flow capacity upsizing (about 4,200 linear feet) with a design cost of roughly $440,000 and an estimated design completion in June 2027; the Cardiff water-line replacement (about 4,600 linear feet) with $170,000 in design cost and imminent design completion; and planned corrosion-control work for the district's two major steel transmission mains. Alex said the board can expect the first presentation of the urban water management plan in April with a formal public hearing in May or June.
Boardmembers thanked staff for the work and emphasized the importance of continuing infrastructure investment; the item was informational and no board action was required.
