Stoughton committee authorizes 60% construction document submission to MSBA

The Stoughton School Building Committee voted on Jan. 28 to authorize Vertex to submit the 60% construction document package to the Massachusetts School Building Authority (MSBA). The motion was made by Jake Doer and seconded by Diane Dolan; the chair conducted a roll-call vote and the motion carried with committee members recording "Aye."
Project staff presented a monthly dashboard and reconciled 60% cost estimates ahead of the submission. Eric (project team) told the committee: "Tonight, we're looking for authorization to submit the 60% construction document package to the MSBA." He said the team will submit the package on Monday and is incorporating recent design-review adjustments into the submittal.
Committee members pressed the project team on public messaging about budget figures shown in the dashboard. One member noted that a line labeled $85,000,000 represented an internal aspirational target, not the official construction budget, and asked the team to revise the public-facing language. Speaker 9 stated: "The 85,000,000 is kind of an aspirational target we've set ... we're somewhere around closer to 90,000,000 with the scope, which is the actual budget," and urged changing the dashboard before publishing so the public would not infer the project is over budget. The committee agreed to update the dashboard to show the proper construction budget within the $113,157,877 total project budget.
During the presentation, staff said early trade-package bids have begun arriving, peer reviews for traffic, stormwater and environmental issues are under review, and the team will pursue a meeting with MassDOT about a Park Street signal. The project team noted that roughly 11.8% of the budget has been encumbered to date and that expenditures paid so far total $4,683,484.
The vote authorizes Vertex to transmit the 60% construction documents to the MSBA; no further formal actions on the submission were recorded at the meeting. The committee will continue to review bid packages, peer-review responses and design refinements as it moves toward 90% documents and eventual GMP discussions.
