MPO begins FY2027–31 TIP development; staff outline timeline and candidate projects

Cape Cod Commission staff opened the MPO’s work to develop the FY2027–31 Transportation Improvement Program (TIP), laying out a schedule for project evaluations, a draft slate and a public‑comment period ahead of a potential May endorsement.
Colleen Medeiros summarized the TIP process and three funding ‘buckets’: regionally prioritized projects (locally initiated), state‑proponent projects funded with state dollars, and Federal Transit Administration funds for the Cape Cod Regional Transit Authority. She said staff will return in February with project readiness and updated cost estimates, aim to present a draft slate in March/April and open a public comment period in April–May with potential final MPO endorsement in May.
Meantime, Medeiros reviewed projects already programmed in the FY2026 slate that continue to advance (including Provincetown’s Shank Painter resurfacing proceeding toward advertisement) and highlighted TIP‑eligible candidate projects across towns — from rail‑trail connections to corridor modernizations — that staff will evaluate for readiness and regional merit.
Next steps: staff will evaluate project merit and readiness in February, produce a draft TIP slate for review in March, release a draft for public comment in April–May and seek MPO endorsement in May.
