He said non‑meter citations rose from about 1,000 in 2023 to about 2,700 in 2024 and about 5,000 in 2025 after revenue sharing began. Staff described the change as intended to increase enforcement of obstructing fire lanes, crosswalks, bike lanes and ADA parking spaces rather than to generate revenue. A staff presenter said Park Indy generally receives about 40% of the revenue from those tickets under the current tiered contract structure.
Councilors asked whether Park Indy can tow vehicles; staff said Park Indy can initiate tow actions under a process described as 'scuff law' when a license plate has four unpaid citations. Councilors asked for location‑level data; staff said enforcement is concentrated downtown and in Broad Ripple and offered to follow up with more detailed data and conversations about problem locations. Councilor Jared Evans moved to send Proposal 14 to the full council with a 'do pass' recommendation; the motion carried by voice vote.
