Chris O'Dell of ClearTrail CPAs presented the Talent Urban Renewal Agency’s 2023 and 2024 audits and reported that the URA received an unmodified opinion for the audited years. "The URA was issued an unmodified opinion, so it was a clean opinion with no reservations," O'Dell said, and he added there were no exceptions to the state minimum standards and no separate management letter.
O'Dell described the audit work as an evidence-based review performed under generally accepted auditing standards and in accordance with Oregon Municipal Audit Law, including sampling of transactions, staff inquiries, analytical procedures, and an evaluation of internal controls to assess the risk of material misstatement.
The board asked no questions during the presentation. Member Byers moved to acknowledge the 2024 and 2023 audits; a second was recorded and a roll-call vote resulted in unanimous "yes" responses from the members listed (Member Coley; Member Panemiro; Member Medina; Member Pestizo; Member Byers; Member Parra Miller). The motion carried.
O'Dell thanked staff (naming Tessa and Leslie) for their assistance conducting the audits. The board’s formal acknowledgment records that the audits were presented and accepted; the transcript includes no management responses, corrective actions, or follow-up reporting deadlines.
