Staff: TA grant for UGB swap and local wetlands inventory grant received

City staff reported at the Jan. 27 Planning Commission meeting that Talent received a technical-assistance (TA) grant to support a UGB (urban growth boundary) swap and associated code amendments, and that the city also obtained a local wetlands inventory grant that ties into UGB-swap requirements.

Staff said the TA grant supports two related efforts: preparing code amendments to ensure local rules align with recent state housing legislation and conducting the technical work needed for an urban growth boundary revision. "The code amendment is to make sure that we're in line with the most recent senate bills and house bill changes regarding housing," staff explained. Staff also said they would forward cost and scope adjustments to the grant administrator (DLC) for final approval in the next few days.

Commissioners asked whether the grant work is flexible enough to let the Planning Commission prioritize items from its previous 'parking-lot' list; staff replied that anything within the planning commission's purview that fits the grant scope should be included, but that some items on the earlier list were not related to residential development and therefore may not be eligible.

Staff also noted that the Rogue Valley metropolitan planning organization and other partners brought matching or complementary resources to bear on some cleanup items and that further coordination with the city attorney may be required for timing or legal questions.
