Union challenges Visionary Home Builders funding; council approves related consent items

During public comment and the consent calendar, labor and developer representatives clashed over a proposed City allocation to Visionary Home Builders for a new affordable housing project.

A field representative for the NorCal Carpenters Union urged the council to require that grant funding obligate developers and contractors to pay Carpenter area standard wages and use responsible contractors and apprentices. "We represent about 35,000 members across Northern California... We are here tonight to oppose allocating Visionary Home Builders the money for the La Paga Cita project," the speaker said, citing apparent noncompliance on some projects.

Visionary Home Builders’ representative responded that the company has long partnered with Stockton and the Central Valley on affordable housing and youth programs, and that it operates with transparency and prevailing-wage compliance where required. "Visionary Home Builders is and always has been a reliable mission-driven partner for the city of Stockton," the representative said.

After public comment, council returned to the consent agenda and approved the package of remaining consent items by roll call (motion carries 7–0). Several pulled consent items (Oak Park Little League resurfacing, Visit Stockton assessment, Civic Auditorium assessment) were discussed and subsequently approved individually.

Next steps: the council-approved funding and project authorizations will proceed through the usual contract execution steps; labor concerns raised in public comment were recorded and may inform future grant conditions or council direction.
