Stockton council adopts amended vendor fee schedule tied to new state rules

The Stockton City Council approved amendments to the fiscal-year 2025-26 street and sidewalk vendor fee schedule on Jan. 13, a measure staff said aligns local rules with recently enacted state laws.
Dan Tro, finance officer for the Stockton Police Department, told the council the amendments implement civil infractions and fees to help recover city administrative and enforcement costs and to deter repeat violations. The schedule includes provisions from Title 5 (business licenses) and Title 8 (health and safety) of the municipal code, and specifies a $6 annual public-property-use fee for vendors operating in city parks to help recover park maintenance costs.
Council members pressed staff on how repeat violations are tracked. Staff explained the penalty structure uses a rolling, 12-month calendar so that offenses are counted over the previous 12 months. Examples in the proposed attachments showed escalating penalties for repeat infractions leading up to a maximum civil penalty of $1,000 for an ongoing noncompliance issue.
After a brief public comment period, councilmember Enriquez moved approval; the motion passed 7-0. Staff said the city will publish updated application materials and guidance and will work on multi-lingual outreach to vendors before full enforcement begins.
