Custer County commissioners adopt cash-handling policy and add two road fees

The Custer County Board of Commissioners voted to formalize cash and check procedures and to add two fees to the county Road & Bridge schedule during its meeting, approving Resolution 26-05 and Resolution 26-06.

County Attorney Dan Slater presented Resolution 26-05, which adopts the county’s cash-and-check handling policy as a referenced document. The policy requires two-person verification for receipts, a daily log maintained by each department showing amounts and payment methods, secure storage (locked cash boxes or approved systems), and deposit frequency set at within one week to avoid undue burden on remote offices. “Deposit frequency will be within 1 week of receipts,” Slater said while outlining reconciliation and audit requirements. The board adopted Resolution 26-05 by voice vote.

The board also approved Resolution 26-06, which adds two fees to the Road & Bridge fee schedule: a $600 penalty for unauthorized culvert work on county right-of-way (up from $300) and a $450 cleanup fee for culvert maintenance when county crews must perform costly repairs. Road staff explained culverts installed improperly or with incorrect materials can wash out roadways and create added expense. Commissioners discussed enforcement and the rationale for higher fees to deter unsafe installations and to recover county cleanup costs, and then approved the resolution by voice vote.

Why it matters: The cash-and-check policy creates a formal, auditable standard for how departments handle receipts and reconcile expected funds, which county staff said will aid audits and internal controls.
