Helen Tomic told council that departments worked for months to prioritize investments given limited debt capacity and resource constraints. "The capital budget specifies the types, locations, costs and general descriptions of the capital investments planned for implementation throughout the 2026 year," she said.
Council opened a public hearing but no in‑person residents came forward to testify on the capital program during this special meeting. Councilman Fusco moved to pull the item to committee for additional consideration; the motion was accepted and the item will be considered further by committee.
