Medina County commissioners approve road closures, sanitary and water projects, personnel changes, finance items and levy renewal step

The Medina County Board of Commissioners on June 3 approved a set of routine departmental resolutions covering road closures, sanitary and water infrastructure work, personnel changes, finance actions and a procedural step for a five‑year McDAC levy to appear on the November ballot.
County Engineer Dan Becker presented three necessity resolutions authorizing temporary closures for guardrail replacement on Congress Road, a bridge replacement on Crow Road and a water‑line replacement at the intersection of Grafton and Marks Road. The board approved all three by roll call.
Sanitary Engineer Jeremy Cinco presented five resolutions including a legal services agreement with Albers & Albers related to an eastern transmission line amendment, competitive bidding to remove two failed rotating biological contactor units at the Hinkley Wastewater Treatment Plant, contracting Jones & Henry Engineers for design and construction management on the Marks Road water main replacement, applying for a Water Supply Revolving Loan for Westfield Water Treatment Plant design and amending a Jones & Henry agreement for the Medina Road sanitary sewer improvement. The commissioners approved the set of sanitary and water items.
Brett Thomas, finance director, presented nine finance resolutions including an OCJS violent crime reduction grant for the sheriff's office ($57,000), inventory transfers, excess property transactions and the weekly bills totaling $818,751.86. The board approved the nine items by roll call.
Matt Spier, county administrator, walked through four items: authorize CORSA to issue an RFQ for insurance representation for the next program year; legal services agreements with Bricker & Graydon and Baker & Tilley for future TIF-related work and pro forma reviews (Bricker & Graydon not to exceed $25,000 annually and reimbursable if a project is approved); and proceeding with the submission of a renewal McDAC levy (five-year levy on the November ballot to fund drug task force and school resource officers). Commissioners noted the levy action was the second of three procedural steps.
Other actions and updates: the board approved a Job and Family Services agreement with Tri County Jobs for Ohio Graduates for comprehensive case management; HR presented personnel changes (one new hire, five rate increases, two resignations); and Senior & Adult Services Director Laura Toth reported on transit subsidy changes — the county paid Medina County Transit $196,906 last year, per‑mile rate increased from $3.25 to $3.50, and the county budgeted $240,000 in levy dollars for transportation — and limited subsidized grocery/bank/pharmacy trips to one per week while continuing to cover medical trips and adult day care transportation.
The board also issued Resolution No. 25 0 4 2 7 proclaiming June 15, 2025 as World Elder Abuse Awareness Day in Medina County and recognized the Medina County Scam Squad for a regional award. The meeting adjourned following routine business.
