Commissioner Smith elected chair of Santa Rosa Housing Authority; Commissioner Capio named vice chair

At the conclusion of business on Jan. 26, the Housing Authority held its annual election of officers. Commissioner Jeffrey Smith was elected chair by a majority of votes (four affirmative votes), and Commissioner Andrew Capio was selected as vice chair (uncontested).
The Authority conducted nominations and clarified voting procedure before ballots were cast. Two nominees for chair — incumbent Chair Owen and Commissioner Smith — made brief remarks on experience and service. Commissioners then cast single-choice votes; the clerk’s tally produced four votes for Commissioner Smith, constituting a majority. Commissioner Smith then presided over the remainder of the meeting and called for the vice chair vote. Commissioner Capio was the nominee for vice chair and assumed that role without a contested ballot.
The Authority also read into the record a motion to adjourn in honor of the late Douglas Friedman, who served a two-year term as a tenant commissioner through Aug. 8, 2025.
