Council previews Built PUD makerspace; members press to tighten permitted-use language

The council heard the introduction of Ordinance 26-03, the Built PUD, a proposal for makerspace business suites and future trail-oriented commercial development on a site just under 11 acres at the southwest corner of State Road 32 and Gray Road.
Lauren Gillingham Teague (Community Development) outlined the site location and requirement that Area A be developed in substantial conformity with submitted architectural and landscape plans while Area B must return to the council for review before future development. Applicant counsel Lisa Claghorn (Church, Church, Hittle & Antrim) and project representatives described the concept as a commercial makerspace to support entrepreneurship, workforce training and small-scale fabrication.
Several councilors raised concerns that the PUD's permitted-use language could allow noncommercial vehicle or equipment storage (boats, RVs, mechanics) rather than active business uses. Project counsel said the team intends to work with planning staff to narrow the PUD language to protect the makerspace purpose. Councilors also asked about infrastructure: both Gray Road entrances are intended to be built with the project, multi-use path connectivity to the Midland Trace will be coordinated, subsurface retention is planned, and covenants will address overnight or large-vehicle parking. The council did not vote on the introduction; the applicant will return to the APC and the council as required for future review.
