Council approves Harmony PUD amendment to allow senior cooperative housing

The Westfield City Council voted to adopt Ordinance 25-81, amending the Harmony Planned Unit Development to permit Village Cooperative, a senior housing cooperative for residents aged 62 and older, on a parcel of approximately 5 acres northwest of 146th Street and Ditch.
Lauren Gillingham Teague of the Community Development Department told the council the proposal would allow a building with a heated underground parking garage and resident amenities including a community garden and an outdoor fireplace area. She said the PUD requires substantial conformity to the submitted architectural elevations, site plan and landscape plan and that the item had received a favorable recommendation from the planning commission.
Teague said staff received two written public comments: one from an out-of-city resident expressing support, and another from a nearby resident who preferred commercial uses for the site. Applicant representatives with Nelson and Frankenberger and Real Estate Equities Development said a neighborhood meeting was held and the HOA representative in attendance reported no objections.
Councilor McCarty moved to adopt the ordinance; Councilor Waniger seconded. The council called the roll and the motion carried, 6–1. Councilor Chad Hoff/Huff cast the lone 'No' vote.
The ordinance requires the project to adhere to the plans submitted with the PUD; applicants and staff will proceed with permitting and subsequent administrative review as required. The council did not attach additional conditions in the adoption motion.
