Council approves driveway license, public-art agreement and other calendar resolutions; ordinance updated on first reading

Havre de Grace’s mayor and city council on Oct. 7 adopted multiple calendar resolutions and approved an ordinance on first reading.
The council unanimously approved calendar resolution 2024‑23, authorizing a license agreement to construct a 20‑by‑30‑foot driveway with curb cut at 812 South Adams Street, after discussion about use of the city right of way. Council also adopted calendar resolution 2024‑24 to approve assignment of a previously approved license agreement for property at 513 Gerard Street to a new owner. Both resolutions passed by roll‑call vote, 6‑0.
Council introduced and adopted calendar resolution 2024‑25 authorizing an agreement for installation, maintenance and ownership of a new public artwork — the sculpture selected by the city’s arts commission — by a 6‑0 roll‑call vote.
Separately, council introduced ordinance 11‑59 as amended and renumbered 11‑65 (ordinance 1165) on first reading; the ordinance updates a fiscal-year reference from 2025 to 2026. The measure passed first reading by roll call, 6‑0, and will face a public hearing at the Oct. 21 council meeting.
Appointments and consent items on the agenda were also approved. Council appointed James Kurtz and John Muldoon to the Economic Development Advisory Board; the appointment motion carried 6‑0. A slate of special events and time changes were approved on the consent calendar.
Next steps: the ordinance will return for public hearing and second reading as scheduled on Oct. 21; the license and resolution actions take effect per the terms recorded in each adopted resolution.
