Finance staff reviewed July financials, telling commissioners that July expenditures were up approximately $2.3 million year‑over‑year and that year‑to‑date revenues were down about $626,000. Cumulative property-tax collections were up roughly $3.4 million (about 3%), and sales-tax receipts through April were running above the prior-year amount; staff noted the county budget had conservatively budgeted $40 million in sales tax.
Staff also reported investment earnings: combined interest and investment earnings totaled in the millions for the fiscal year, with breakdowns across treasuries and other instruments. Commissioners asked clarifying questions about revaluation timing (every four years), individual-property valuations and recent changes to fire taxes.
Later the board went into closed session to consider minutes and personnel matters under the North Carolina statutes cited on the record. On returning, the board approved an amendment to an April 7, 2025 action affecting Health Director Alyssa Harris: the board replaced the word "stipend" with "tuition reimbursement" to support her PhD work.
Staff said they will continue monitoring revenue and sales‑tax trends and will report back if projections change materially.
