Rowan County commissioners voted Sept. 2 to adopt PA 01‑25, a comprehensive text amendment to the county code that updates the flood, zoning and subdivision ordinances.
Planning staff said the changes principally implement recent state statutory updates and provide clarity on definitions (built-upon area, childcare definitions), site-plan and survey requirements (introducing 'as-built' and boundary survey references), enforcement (removing misdemeanor classification in favor of civil remedies), watershed-density clarifications and various editorial reorganizations. Staff said some changes merely align local text with state law, while others clarify staff procedures for plan and permit review.
The planning board reviewed the package on July 28 and recommended approval. The board opened and closed a public hearing with no speakers and adopted a consistency statement finding the amendments reasonable and necessary. Commissioners approved the text amendment by voice vote.
Staff said the revisions are intended to reduce future permitting confusion and to clarify when surveys or plan rework are required; substantial procedural changes (for example, how private-road/HOA maintenance agreements are handled) were framed as clarifications of longstanding practice.
