Rowan County approves FY2027 transit grant applications and authorizes manager to sign assurances

Rowan County commissioners on Sept. 2 held a public hearing and approved applications for North Carolina FY2027 public‑transportation grants.
Valerie, transit staff, outlined the three primary grant streams the county will apply for: a community transportation operating request (about $277,257 with an 85% grant/15% county match), a 50/50 request of roughly $300,000 for specific human‑service operations (such as rural adult day-care trips) and a capital application for vehicle replacement with a 90%/10% cost split for eligible vehicles. She cautioned that NCDOT determines which vehicles are authorized for replacement and noted timing unpredictability for vehicle deliveries.
Commissioners opened the public hearing, heard no public comment, and then voted to authorize the manager to apply, accept grant awards and sign grant assurances if awards are made. The board also adopted a resolution making the county manager the authorized official for the CTP program and approved the related local match commitment.
Valerie said every resulting grant agreement will be brought back to the board for acceptance and certifications required before execution.
