Stephanie Davis, director of student services, and Krista (Christa) Carlisle of Heartland AEA presented a K–12 at‑risk program review to the Urbandale board on Jan. 26. The review used document analysis, stakeholder surveys and student focus groups to evaluate program quality and identify priorities for a seamless K–12 approach.
Key findings included inconsistent building‑level identification processes (the district tracks chronic absenteeism and under‑crediting but not a uniform 'at‑risk' label), and opportunities to strengthen individualized planning, data‑driven decision making, and evidence‑based supports. The review team described a self‑assessment process similar to the district’s MTSS implementation review and recommended long‑range and annual goals — for example, ensuring all identified students have updated postsecondary plans and that a trusted adult connection is identified for each student.
Board action: To allow the review work to inform policy, the board approved a one‑year extension of the existing at‑risk handbook to provide time for careful revision. Administration said the extended timeline will be used to develop consistent identification criteria, data‑sharing processes between buildings, and plans to create continuity from elementary through high school.
