Board approves $2.09 million award to renovate Allen practice field

Carrie Kent, representing the consulting team (identified on the record as with Plantarion Railpoint), outlined the selection process: construction documents were issued Dec. 23, 2025; the district publicly advertised the bid and opened sealed proposals on Jan. 20. After post‑bid interviews and reference checks, the project team recommended Water Management Specialist Inc. The recommendation lists a fixed fee of $1,922,307.96 and a contingency of $170,000 for a total project award amount of $2,092,307.96.
Kent said the scope includes synthetic turf behind the Allen Playground adjacent to the Southgate Anderson Baseball Field, turf around the shot‑put and discus areas, new fencing, electrical work, concrete, a band tower and other site work to prepare the field for turf installed by Shaw Sports Specialties. The proposal materials indicate a project budget of $1,990,000; the recommended bid was reported as approximately $68,980 under that budget.
Board members asked about prior experience with the recommended contractor and warranty protections. One trustee asked, "Have we ever worked before with water management specialists?" A staff member answered that Water Management Specialist had done work in Southgate previously and provided references from other districts; staff also said the district’s legal counsel reviewed the contract language and had increased some warranty protections. Staff explained there will be separate warranties: on the turf (through Shaw Sports), on band tower components, workmanship warranties for concrete and base work, and warranties for uprights and soccer equipment.
Doctor Pomponio moved to approve the Allen Turf Practice Field Renovations not to exceed $2,092,307.96; the motion was supported and approved by voice vote.
The board’s approval is conditioned by staff language that the final contract terms will be reviewed by the district’s legal counsel before execution.
