On Jan. 26 the council approved the consent calendar; adopted a $1,058,224.31 budget amendment and purchase contract for a Rosenbauer Type 1 fire engine (Amazon contributed $1 million); extended the mobile vending pilot to Oct. 31, 2026 with enforcement language; established a Capital Infrastructure Reserve policy; appropriated $310,000 for a parks and trails master plan; and made several commission appointments.
The Gilroy City Council approved multiple motions and resolutions during its Jan. 26 meeting, including equipment purchases, program extensions, budget policy and appointments.
Consent calendar The council approved consent items 5.1 through 5.6 by roll call (6–0). Public comment raised questions about a proposed electric vehicle charger and fleet acquisition; council proceeded with the consent approval.
Rosenbauer Type 1 fire engine Council adopted a budget amendment totaling $1,058,224.31 to purchase a Rosenbauer Type 1 engine and authorized the interim city administrator to execute purchase documents (motions recorded and passed 6–0). Staff said Rosenbauer was chosen for fleet standardization and parts availability; lead time for the apparatus is about 27 months. Amazon provided $1,000,000 toward the purchase; the remaining $58,224.31 was to be funded from fleet reserves. The order requires a chassis prepayment of $545,393 in FY26; the balance will be paid at delivery.
Mobile vending pilot program Economic development staff recommended extending the mobile vending pilot through Oct. 31, 2026 to gather a full year of data and to draft a new ordinance. Council amended the extension to include enforcement and revocation/suspension language for repeat noncompliance (delegated authority to a department head or designee) and approved the extension 6–0.
Capital Infrastructure Reserve and parks master plan Council adopted a resolution establishing a Capital Infrastructure Reserve (CIR) funding policy, using $310,000 in seed money and directing up to 25% of year‑end general fund savings (subject to maintaining a 30% general‑fund reserve) for the CIR. The policy identifies eligible uses including capital infrastructure, beautification, parks improvements and grant match for infrastructure grants. The council also appropriated $310,000 from the reserve for a Parks and Recreational Trails Master Plan (project 900,780) and authorized staff to release an RFP for consultant services; the appropriation passed 6–0.
Commissions The council appointed Christina Tovar and Joseph Coughlin to the Library Commission; Blanca McMurray to the Open Government Commission; Greg Filios (partial term), Andrew Britton, Jesse Jimenez and Emily Miller to Parks & Recreation; and Sharpie Sandhu and Danny Mitchell to the Personnel Commission. A tie in the Planning Commission vote left a decision for a future meeting.
