Leon Valley to seek consent placement for El Verdi Road water and drainage upgrade funded by county ARPA grant

At first reading, assistant public works staff presented plans and budget requests for the El Verdi Road water-main and drainage project.
Staff said the City requested a budget adjustment of $910,893.55 from the enterprise fund reserve to cover engineering, construction and contingency for a project that will replace roughly 1,200 feet of existing asbestos-concrete (AC) pipe with 8-inch PVC, add eight new services and a new fire hydrant, and install drainage improvements including 250 feet of 18-inch pipe under driveways and bar ditches on the north side of El Verdi Road. The project design and bid process produced a lowest qualified bid of $724,718.83; the recommended contract award was to D and D Construction Inc. with a 15% contingency.
Staff said the work is fully grant-funded through a Bexar County award under the American Rescue Plan Act (ARPA) and that the city will be reimbursed after completion. Assistant Public Works explained the new PVC main will be installed adjacent to the existing AC pipe so service can be maintained during work; the existing AC will be abandoned in place.
Council discussed placing the ordinance on the consent agenda at the Nov. 4 meeting; staff indicated majority support and will follow up to prepare the consent item. Council also asked about the extent of street restoration and clarified approximate reimbursement amounts from the county.
