The board authorized a professional services contract (not to exceed $48,200) with Environmental Science Associates for a data diagnostic and initial configuration of a Groundwater Accounting Platform to consolidate meter, AMI, evapotranspiration, and extraction data.
The Fox Canyon board authorized the executive officer to execute a professional services contract with Environmental Science Associates (ESA) not to exceed $48,200 to perform a data diagnostic and set up a manager‑facing instance of a groundwater accounting platform.
Executive Officer John told the board the agency has decades of user‑generated extraction data and persistent problems with late or incomplete semiannual extraction statements, unresolved variances and outdated user interfaces. Staff recommended two tasks: Task 1, a data diagnostic to map existing workflows and datasets and identify fixes; Task 2, configure an instance of the Groundwater Accounting Platform (a tool sponsored by California DWR and developed by ESA) for internal staff use, with future options to expand stakeholder access.
John said the Phase‑1 cost was $48,200 with about $21,300 attributed to initial customization and setup; ongoing licensing and hosting costs will be substantially lower and will depend on whether stakeholder logins are added. County IT Manager Kevin Koh said the agency is working with county treasury services to add an online payment option via the ACI payment system, and staff tentatively targeted a stakeholder workshop on database reporting for March 10.
The board voted in favor of the contract by voice vote.
Why it matters: modernizing data systems is aimed at improving timeliness and data quality for extraction reporting, enforcement, and basin management, and could enable cross‑checks of meter data, AMI, and satellite evapotranspiration products for defensible estimates of water use.
