Board opens public hearing on 2026'27 HUD Annual Action Plan; staff outlines projected CDBG, HOME, ESG funds

San Bernardino County officials opened a public hearing Feb. 3 to gather comment on the county's proposed 2026'027 Annual Action Plan for federal HUD formula funds. Carrie Harmon, who leads the county's Community Development and Housing division, described the three primary funding streams: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grants (ESG).
Harmon told the board the county estimates roughly $6,000,000 in CDBG for the coming program year, with most of that amount targeted to capital projects such as sidewalks, park improvements and accessibility ramps, plus a smaller portion for public services. She said the county anticipates approximately $2,600,000 for HOME, typically used to subsidize affordable rental housing projects, and described ESG funding as reduced relative to prior years, noting staff expects about $500,000 for homelessness-response programs in the upcoming cycle. Harmon also summarized last year's deployment: about $6.7 million expended from CDBG for sidewalks and curb ramps, just under $700,000 paid from HOME for the Rialto Metrolink project, and roughly $1,000,000 deployed through the Emergency Solutions Grant program to support shelter and rapid-rehousing services.
Harmon said the county will draft the annual action plan based on public feedback, return to the board in March and April for additional review, and submit the final plan in May. Members of the public spoke in support of continued investments and collaborative homelessness efforts. The chair closed the public hearing; the board recorded a unanimous vote of those present to proceed with plan drafting and subsequent hearings.
