Tolland council approves farmers-market grant application, declares Susan Drive parcel surplus and confirms three appointments

Susan Drive surplus property: Staff presented a project to inventory small, underused town parcels and proposed declaring a landlocked parcel on Susan Drive surplus so it can be offered for sale to adjacent landowners or retained for more intensive development if a proposed buyer pursues such development. Council adopted the resolution to declare the parcel surplus.
Appointments and reappointments: The council approved one new appointment to a nonprofit housing corporation (nominee named in the packet) and reappointed Jean Koss and Rob Green to the water commission; all three appointments passed unanimously.
Adoption of minutes: The council adopted the Jan. 13, 2026 meeting minutes; Councilor Shea abstained because he was absent at that prior meeting.
These items were moved and approved by roll-call votes recorded in the meeting minutes; implementation steps (grant application submission, property-disposition process, and onboarding of appointed volunteers) were assigned to staff.
